Haryana Rights to Service Commission slaps a penalty of Rs. 20,000 on Sanitary Inspector, MC, Faridabad

Chandigarh, April 13 – Haryana Right to Service Commission has been very stringent against officials who take a casual approach towards delivering the services to citizens in stipulated time. Since its establishment, the RTS Commission has been proactively redressing the long pending issues related to the delivery of service to the applicants. In the process, the Commission has also imposed heavy penalties on certain officers/officials found guilty after the inquiries. Recently, in a case, the Commission had received a complaint regarding infrequent sweeping in the area from a resident of Sector 49, NIT-Faridabad, even after multiple complaints had been lodged with Municipal Corporation, Faridabad. Being a notified service under Haryana Right to Service Act, 2014, the Commission took immediate cognizance and wrote to Commissioner, Municipal Corporation, Faridabad.

The spokesperson of the Commission while giving detailed information said that the Commission further inquired about the reasons and the officers responsible for the delay. Commissioner, Municipal Corporation, Faridabad informed the Commission that Sanitary Inspector, Sh.Rajender Dahiya, was the Designated Officer for the Service, and Commission’s letters from September, 2021 and November, 2021 pertaining to the matter had been forwarded to him, but no action had been taken in this regard. Consequently, Sh. Rajender Dahiya was asked to appear before the Commission on March 28, 2022, to explain the delay on his part.

During the hearing before the Commission, Sh.Rajender Dahiya claimed that he had resolved the complaint within one day of receiving the same on January 5, 2022. However, on being shown the peon book shared by Commissioner, Municipal Corporation, Faridabad which highlighted his receiving on Commission’s letter in November, 2021, he claimed that those signatures were in fact not his but forged. Sh. Rajender Dahiya was advised to file an FIR for the forgery to support his claim, which he failed to do even after being given adequate time for the same.

The spokesperson informed that considering the evidentiary value of the documents shared by Commissioner, Municipal Corporation, Faridabad and failing to see any reason why anyone would forge his signatures on an acknowledgment diary, the Commission imposed a maximum penalty of Rs. 20,000 on Sh. Rajender Dahiya for negligence leading to delay in delivery of a notified service to a citizen and then further lying to the Commission.

The spokesperson also informed that the Commission is working towards ensuring enhanced ease of living for the citizens of Haryana and will not hold back in penalizing officers who are lagging in the performance of their duties.
